Park on your own street

So- Every one on our street moved their cars in to their drive ways or garages so the trucks can clean the roads. How come our corner neighbor whose address is on the other road thinks it is ok to park on our street, block the stop sign, and prevent the other neighbor's drive way from being cleaned? He never parks on our street except when it snows
