Ammunition-Control Legislation Introduced in Connecticut General Assembly

In the wake of the Newtown shootings the first of what is likely to be numerous gun-related measures was introduced this week in the state legislature by a New Haven lawmaker.


State Sen. Martin Looney, D-New Haven, has introduced a measure to the Connecticut legislature that would make it illegal for anyone barred from owning a gun to own ammunition.

Looney, the state Senate's majority leader,  told the New Haven Independent that such a prohibition is just common sense.

The state legislature has convened its first session of the new year and Looney's proposal is likely to be one of several filed by lawmakers in the wake of the Dec. 14 shootings at Sandy Hook Elementary School in Newtown that killed 20 young students and six women.

Other state and federal lawmakers have called for stricter gun controls following the Newtown shootings, though Looney's is the first formally proposed in Connecticut, the Independent reports.

His proposal would prohibit anyone convicted of a felony, a misdemeanor or those under a court-ordered restraining or protective from buying bullets, the website states.

The idea is already being criticized by the leader of one gun-advocacy group in the state. Rich Burgess of Connecticut Carry, told the Independent that Looney's proposal is politically motivated and "has nothing to do with stopping these kinds of madmen from committing heinous acts.”

Sen. Looney went along with Gov. Malloy’s state mental health budget program cuts. Sen. Looney how about introduced a measure to the Connecticut legislature that would replace the money that Gov. Malloy took out of the state budget for mental health programs?

Maybe its time to move to TX where they still have respect for our consitution. CT would be funny if it wasn't so sad. Beware they are coming after everything- as previously stated- they want to right every wrong, regulate every behavior & tax every event. So much for individual rights.

What good are the guns if there is NO ammo? Absolutely correct. The left always has a Plan B. lol But a bigger concern as the federal departments are purchasing ammo by the millions of rounds i.e. ss, hhs, etc all the depts that you wouldn't think would buy ammo. We can't have guns or ammo - but depts that regulate health or ss or agriculture, or other non military depts buy millions of rounds do you think that's strange?

Changing the subject which is really funny-"everything" BHO touches either goes under or can't make the sale- examples: ANOTHER BUSINESS GOES DOWN- HE VISITED A FURNITURE COMPANY PROMOTED IT AND NOW -ITS GONE. now thats funny. Everything he touches either goes down or harms americans or america. He can sure pick the winners. he went to Copenhagen to push for the olympics for Chicago-didn't get it all his green jobs, green businesses, out of business GE- 100,000 jobs outsourced NASA- from space exploration to Muslim outreach catapiller- went there and said they would hire 50,000- laid off 25,000 outsourced our space program to RUSSIA closed our oil production to give Brazil 2Billion for oil exploration said to sandy victims cut red tape- really- more pork than $$$ for damaged area BUT- he will extend immigration and allow illegals to have amnesty on our dime AND he will definiately-regulate guns and ammo and trash our constitution. He doesn't have the midas touch on anything else but his radical agenda.

Speaking about the end game- EPA vs Virginia-get this- the EPA said that rain water was a pollutant. Get that-as they labels CO2, (our breath) which plants need but getting back to the story. Recently, they wanted rain water to be labeled a pollutant and VA fought back and sued the EPA and won. But played out - this certain part of VA the EPA would have needed to evict people from their homes, raze those homes, plant grass,rezoned that land use so that the rainwater instead of running into a creek would form some sort of water retention area. THIS IS AGENDA 21- GET READY. But VA fought back and one against this radical land use over reach of the EPA. In Hamden we are run buy Democrats who adhere to this as they signed on to this action plan and are full steam ahead. WAIT until it affects you or do something about it now. You city council member have NO idea. What about you Matt? Do you know what is happening in Hamden?

Look at the land that is restricted on Mather ST, and 4 other areas in Hamden. That is Agenda 21. Look at the bike path that connects New Haven Hamden Cheshire Thats agenda 21, Look at the taking down of the woodin st fence, that is agenda 21. The plan is not to have city or town boundries, town or state boundries, and develope regions. Where local elected officials will be useful idiots with limited or no power but will be directed by NGO's the professionals the specialists, authorities, the FACILIATORS that they call themselves-who will promote their radical vision. Of course you think this is crazy talk, but it is happening and it is true. Matt, why are you not speaking about this or if you don't know why are you not doing your own research on this. All you need to do is to go on the UN website and start reading. Read thru Habitat 1 and Habitat 2- There is so much info on this and it is happening as we speak. This needs to be told. This is once again a waste of time as the Federal law already prohibits Felons from possessing ammunition.....18 U.S.C. § 922(g). and is punishable with a fine up to 250,000 and 10 years in jail.

Legal challenges to some of these fast response measures to the Sandy Hook shootings will make their way to Connecticut and federal courts. Connecticut residents are looking for meaningful legal measures that will reduce the violence in Connecticut, not fast response measures that will be challenged in the courts. Example: There is a tool used in construction that is called a Ramset. This tool fires a hardened steel nail into concrete or steel. This tool uses a 22-caliber blank (A blank is a type of cartridge for a firearm that contains gunpowder but no bullet or shot) for the force needed to fire a hardened nail into concrete or steel. Will a construction worker who is a convicted felon no longer be able to purchase the Ramset ammunition under State Sen. Martin Looney’s, proposed measure, which would make it illegal for anyone (felon) barred from owning a gun to own ammunition?

We have used that tool. It must be depressed against the concrete before it shoots the nail by a HUMAN. It doesn't load itself, or its not able to shoot by itself. Is anyone thinking rationally here? Any weapon and or tool needs a HUMAN for it to operate. What are we thinking? This is asinine.
